♦The office provides direct lobbying services as well as strategic and tactical guidance regarding pending legislative and regulatory proposals that may hinder or advance a client's business and public service goals. Direct client communication to Senators, Members of Congress, jurisdictional committees and regulatory agencies is key to the practice. This sometimes includes formal testimony before committee panels.

♦ On behalf of clients working with Medicare, Gencarelli Group has negotiated with Centers for Medicare & Medicaid Services on issues relating to bids, regulatory actions and the formulation of pilot projects.

♦On behalf of its clients, the office maintains regular contact with governing agencies and congressional offices and provides clients' principals with ready access to same.

♦The office also trouble-shoots regulatory and contract issues for clients, and routinely intervenes with such agencies such as the Centers for Medicare & Medicaid Services, the State Department, Veterans Health Administration (VHA), and the Federal Aviation Administration.

About Us:
David F. Gencarelli is a native of Rhode Island, and a graduate of the University of Rhode Island and the University of Houston Law School. He served as legislative assistant to Senator Paula Hawkins of Florida, and was Director of Congressional Affairs at the U.S. Customs Service from 1985-1988. From 1988-1992, Mr. Gencarelli was Vice President and General Counsel to a national trade association. Mr. Gencarelli has been an independent consultant working primarily on health policy issues since 1993.
David Lee Werner is a native of Iowa, and a graduate of the University of Iowa, and the Yale Law School. He served as Counsel to the U.S. Senate Committee on Agriculture, Nutrition and Forestry under Patrick J. Leahy of Vermont, from 1987-1989. Mr. Werner has been with the Gencarelli Group since 2003, consulting on all accounts.
